The affirmation of Canadian Aboriginal Rights

Political Historical Context

Chief Joseph BrantThe former South African apartheid regime, was directly modelled from Canada's Indian Acts, as documented in the book entitled 'National Identity in Canada and Cosmopolitan Community' (Revised Edition), ISBN: 1894934121. This modelling includes the racial segregationist "pass laws", that were an integral feature of that South African regime. Although formalised disenfranchisement, and "pass laws" against aboriginal peoples, were eventually abolished in Canada, the practice of institutionalized racism remains, and is on-going.

Worsening poverty, and ensuing diseases which have become more and more prevalent, among aboriginal peoples, in spite of the availability of more than enough budgetary resources to redress these human tragedies, are testimony to an unofficial policy of institutionalized racism, by government in Canada. The effect of this policy, is a sort of "genocide by attrition".

A critical measure of the quality of democracy is its treatment of "minorities". If this evaluation feature is acknowledged, Canada has become profoundly negligent, in the fulfillment of its professings about being a democratic society.

Toward a rejuvenated political economy of aboriginal rights in Canada

These quasi-provincial powers would empower Canadian aboriginal nations, with transfer equalization payments. Cosmopolitan also supports a formulation without delay, of aboriginal representation, in the House of Commons and the Senate. Cosmopolitan, envisions Canada becoming an international role model, for indigenous representation and social inclusion in a robust cross-cultural participatory democracy.

Cosmopolitan, is Canada's only federal political party which officially recognizes aboriginal peoples, as indigenous protectors of Canada's natural heritage. The protection of our natural heritage from ruinous commercial exploitation, including pollution, is vital to the affirmation of our quality-of-life, and our Canadian identity.

Abolishing the Indian Act: Toward a socially progressive framework of self-government

As Cosmopolites, we support the abolishing of the institutionally racist Indian Acts, along with its neo-colonial relative, called the 'First Nations Governance Act'. The Indian Act system is no more ethical or legitimate in a multi-cultural democracy, than was the apartheid system of South Africa, that was modeled from Canada's very own Indian Acts.

In its place, we support a Canadian Aboriginal Constitutional Act, which is developed under the guidance and direction of aboriginal Elders, and their communities, without any interference by neo-colonial agents of a male dominated and Euro-centric government in Canada. Making aboriginal languages 'Official Languages' of Canada

Cosmopolitan supports enshrining in a proposed 'Canadian Languages Act', in place of the current bi-culturalistic 'Official Languages Act', the affirming of aboriginal languages as 'Official Languages' within a rejuvenated language policy . Canadian public policy should recognize this fact, by executing a timely strategy of inclusiveness, and affirmed human rights, to aboriginal peoples.

The assault of "Free Trade" on the Rights and the Quality-of-Living of aboriginal peoples

Indeed, "Free Trade", is undermining the constitutional capacity of government in Canada, to be able to protect aboriginal lands from being destroyed by short-sighted foreign commercial exploitation. The blighting effects of so-called "Free Trade", is also correspondingly subverting the capacity of government in Canada, to support the creation of social programmes, that will facilitate the quality-of-living of all Native-Canadians. "Free Trade" is becoming a device for surrendering the aspirations for aboriginal self-government specifically; and for the surrendering of Canadian sovereignty in general, to mercenary foreign commercial interests. These selfish capitalistocratic interests, that are in pursuit of commercial profit at any cost, are hostile to non-commercially driven and socially progressive policies, which seek to safeguard and to promote the quality-of-living of all Canadians, including aboriginal peoples.
