Publickisation and Human Development: Socially progressive alternatives to Privatization and "Economic Globalization" In contrast to privatization, together with its social disenfranchising effects of economic disparity and ensuing poverty, our Canadian Cosmopolitanism embraces "publickisation", and a corresponding 'Human Development' context. This envisioned 'publickisation', conceptually embraces the facilitation of the quality-of-living of all citizen-participants in a people-oriented participatory economy. Publickisation envisions emphasis on an ever-enlarging community that is human rights driven in a system of fully accountable public agencies. These public agencies include, elected representatives, together with democratic government departments; public/crown corporations, not-for-profit organizations; charities; co-operatives; and consensually-operated community development enterprises.
Publickisation seeks to reverse the ill-effects of privatizations which have left areas of economic development to undemocratic organizations. Indeed, such privatizing under a regime of "undemocratic organizations" has neglected the vital quality-of-living oriented national 'public interest', associated with social and environmental considerations. Publickisation also seeks to significantly increase the role of democratically accountable organizations; and to protect the overall civil rights of people from abuse in a 'self-serving' private sector. Publickisation furthermore seeks to protect local industries from trans-national corporate take-overs which can produce local unemployment, by creating significant lay-offs which threaten livelihoods; and which overall undermine national sovereignty. Such "publickisation" would be required to be fully accountable to the diverse public of a constitutional democracy such as Canada, via a process of public parliamentary hearings and foreign investment review. Publickisation, and a linked Human Development together embrace 'Communitarianization' associated with a people-involved community. This is an economic development model, which respects cultural diversity; national/popular sovereignty 'à la' participatory democracy; and ecological bio-diversity.
The public healthcare system in Canada is a model of Publickisation, that has evolved from a former dysfunctional private healthcare regime. As Cosmopolites, we seek to constitutionalize access by Canadians to a federally well-funded and comprehensive one-tier universal public healthcare system, as a basic human right. As Cosmopolites, we also seek to build upon the example of the Canadian public healthcare system that had been championed by the Reverend Tommy Douglas, as a model to pursue "publickisation" of other areas of Canada's economy. These areas include developing public corporations which can supply low-cost and clean power generation to all Canadians; produce environmentally friendly vehicles; and provide non-commercially motivated social housing, in order to protect and affirm Canada's quality-of-living related 'national public interest'. Our envisioned "publickisation" and Human Development societally embrace overall, the axiomatic human rights of people, as well as vital environmental protection. Publickisation, and Human Development, recognize that a strong healthy economy encourages people to work together co-operatively and empathetically, so as to fulfill the mutual quality-of-living attainment considerations of all people. On the other hand, privatization and "Economic Globalization" encourage the exploitation by respective relatively small parts of humanity, that are required to adversarialy compete against everyone else. The result of the repeating of this dysfunctional tactic, is worsening social dislocation, globalized poverty, environmental destruction, and ensuing civil strife. |
